The Nigerian Communications Commission (NCC) has taken a significant step towards promoting innovation in the telecom sector with the unveiling of a draft General Authorisation Framework (GAF).

The framework is designed to provide a flexible and forward-looking approach to licensing, allowing for the testing and deployment of new technologies and services.

The Director of the Licensing and Authorization Department at NCC emphasized the importance of collaboration with stakeholders in shaping the future of telecommunications in Nigeria.

The proposed framework introduces three core pathways: Proof of Concept (PoC), Regulatory Sandbox, and Interim Service Authorisation (ISA), which are designed to promote innovation while ensuring regulatory oversight, consumer protection, and market integrity.

The NCC has incorporated key protections into the framework, including data protection rules, cybersecurity measures, and checks to prevent market abuse and protect consumers. The Commission is seeking feedback from stakeholders on the draft framework, which will help shape the final document.

The General Authorisation Framework is part of the NCC’s efforts to create a licensing ecosystem that is adaptive, anticipatory, and attuned to the needs of both the industry and consumers. The Commission remains committed to transparency, inclusivity, and responsiveness in its regulatory approach.
